Even if that were true, why wouldn’t Republicans just call his bluff? Imagine they DID approve the strikes, and THEN Obama backed down.

There's a fair argument about whether the Congressional GOP should have called his bluff & authorized the self-described "unbelievably small" response. But no amount of revisionism can justify Obama's approach or its predictable consequences.
