So Gorsuch is saying. Congress,if they chose, could require the act to apply to pre-act offenders? But not the Ex branch. This language though is much broader in limiting the Ex branch in other cases. Such as immigration. Or did I, as usual, miss the point?

Yes, his issue is with Congress leaving the question to the executive.
