I would not pick Flemming as the worst for the 20th. In the 21st, hard for me to say whether Kelo is worse than Gonzales v. Raich (also authored by Stevens) and the travel ban decision.

For the 20th, hard to top Roe, Korematsu, Wickard, & Buck v Bell. Sadly, the worst decision of the 21st is probably still in the future.
