Followup poll: least consequential U.S. president to serve two consecutive full terms. Hard to find ones that didn't really matter; the next choices were Eisenhower, Madison, Grant, & Jefferson. It's harder to judge the lasting impact of Bush or Obama just yet, though.

Also, I have little doubt that Grover Cleveland was the least consequential president to serve two full terms, but it stacks the deck to list him against guys who got re-elected, held power for 8 years in a row.

it's interesting, all besides BH were very consequential as non-presidents

Can you include modern depictions of them in cartoons as a consequential impact in their favor?

Van Buren was entirely inconsequential. He later became a staunch anti-slavery activist, after repeated perceived betrayals by his party. But as President he was almost as useless as William H Harrison who served barely months.

Franklin Pierce would have to be in this conversation too right?

The fact that I couldn’t tell you a damned thing about any of them means they are probably all good candidates. But John Tyler has the added distinction of having the most boring everyman name, so I’m going with him.
