I should note that this is one of my longstanding hobbyhorses with how our system has drifted from the Founders' design in myriad ways. For a democratic republic to work, the voters need to know who is responsible for any given policy & be able to remove them to change it.

I think part of the issue is having a state so intertwined with its largest city, you sort of end up with dual municipal governments running the city with an unclear split of responsibilities

Good piece, except it's impossible to compare the challenge of building in LA with MANHATTAN island. The density of Manhattan is more than 4x the most densely populated part of LA. Moreover, the underlying infrastructure is close to 100 years older. And... Traffic.... And weather

True, but that's not a defense of why building in Manhattan is so much more expensive than, say, London.
