Indeed, it should have. I still believe a great power could not avoid war under those circumstances, but Bush focused on arguments that were of more interest to Democrats, UK Labour, & Australian Liberals.

I think it couldn’t avoid some response. What response (invasion and occupation?) is another question, one with many additional factors.

I believe Iraq was two separate wars that are conflated. First was ousting Hussein ("Mission Accomplished"), and out of a miscalculation of the stability of Iraq, the AQ & friends insurgency. The 2nd necessitated a strategy (occupation), but was mismanaged/misunderstood.
