Ds not wanting to take most or all of the responsibility for the impeachment/removal process is not the same thing as not wanting to take ANY responsibility for it, which is what your "so long as" clause stated.

I also don't think Democrats are "terrified" about sticking their necks out so much as they see it as counterproductive; unlike the GOP in 1998 they don't seem to think they have to vote to impeach with no prospect of removal just to throw red meat to the base.

If only the Democrats voted to remove him from office, he wouldn't be removed. They literally cannot remove him on a purely partisan basis. And if they could, I bet they would.
