It's the exclusive constitutional duty of the House to decide whether to impeach a president. That can never be delegated to anyone else. It's both a legal & political decision. In making it, the House is fully within its rights to decide that an impeachment would be impolitic.

Even worse would be to have a president removed and then reelected.

A completed impeachment and removal carries with it an ineligibility to return to the same office.
