In deciding whether to impeach a president - or even whether to open such an investigation - the House does not act as a judge, applying the law without fear or favor. It acts as a prosecutor, weighing with discretion what charges are worth pursuing under all the circumstances.

About the worst possible outcome is to have a President impeached, not removed, and then re-elected. Those making decisions ought to keep that in mind.
