So, after reading it again and considering the data source: Colleges "stoke racial resentment” and "group grievance” by having optional graduation ceremonies for black students? Segregation is the “only end point” for the activist left? What?

It’s not just the segregated graduations. It’s a whole series of segregated programs and activities beginning with diversity fly-in visits and culminating in segregated graduation.

Using the word “segregated” — which generally implies that the segregation is systemic, mandatory or required — doesn’t quite fit here. And I went to college as a non-white person (clearly), so this is something I feel pretty comfortable speaking to.

That’s a fascinating question — in my view, “segregation” specifically is a top down phenomenon, whether it’s “you can’t go to this school” or “we won’t give you a loan to live in this neighborhood.”

So it is purely governmental? There are no non-governmental social organizations that can impose that condition, or lead to a norm in which it becomes de facto public policy? I see the latter condition in the historical record and today.

Of course there are non-governmental social organizations that can impose segregation — as I mentioned with redlining, those were banks taking part in that effort, not just the government (and we see this today with realtors, etc.) But it’s that word — impose — that’s important.
