      Not really. NYC crime rates sharply declined during the 90s...along with the rest of America. Rudy is a talented self promoter.

          Those ones that have nearly identical murder rates currently to the time period you’re taking about and have nearly the same trend line as NYC? Maybe weigh it vs current population as opposed to gross number of murders.
