His character, yes. His stated policy preferences changed constantly. There was, for example, no reason in 2016 to believe he'd consistently appoint conservative judges.

There was every reason to believe that, even he understands getting something for nothing is good. "Conservative" judges get him unyielding evangelical/gun-nut support no matter what else he does, in exchange for "policy preferences" he doesn't care about at all.
