Since the progressive movement took hold the need for amending COTUS, hasn't really been needed. Especially with congress ceding its power to the exec/admin state.

The 22nd amendment was passed in the 80th congress which was held by Republicans in response to a Democratic politician winning so much. The 15th was passed by (then, liberal) Republicans. So .. uh what?

Even then I'm not sure how "We had nothing to do with guaranteeing racial minorities the right to vote!" is a winning argument.
