I would imagine it is because you can "forget" a passcode, but they can force biometric unlock.

there is some court stuff about fingerprints not having 5th amendment protection, but there's also "cop grabs thumb and unlocks"

it would be nice if that wasn't the case, but unfortunately a passphrase has protections fingerprints don't.
