I think the plan is to do what is necessary to save as many lives as possible while trying to keep the health care system able to function until the rate of infection and death goes down to a number that is safe to more or less resume ordinary life.

She has one point right. The need for a consistent plan. She asked this question a month ago and we still do not have a plan that has even allowed us to "flatten the cure" in the same way other countries have. It is Trump's lack of a coherent plan that has created this situation.
