Usually, regulations just cement incumbents in place. But a limited portability mandate might be a surgical, competition-enhancing measure. Social networks are also mature enough that the data structures aren’t changing that rapidly. So import/export of friend graph might work.

Sure. Your old photos can already be easily exported. It’s the connection to your friends/followers which is severed upon deplatforming, and which is the basis of (arguably) monopolistic network effects. Mandating standardized mass export of the social graph allows mass exodus.

what do you think of creating a legal category of 'indirect use' of data that is, in layman's terms, not what the user understands themselves to have signed up for or is reasonable to expect given the service, and that systems incorporating any such usage must be open sourced?

so for example, most of what Netflix does is geared towards better catering to my taste in TV shows, which I obviously understand. on the other hand, most of what facebook does is sneaky spying which I thought was free messaging and news.

This is the key point here. Most platforms already allow for data export, but the data they give you is made to be near useless. LinkedIn is the prime example here. The export is obfuscated from URLs, IDs etc., so that it can't be easily imported into other systems.
