I'm guessing maybe 20% of people I know even know about pirating. (The denominator includes my mom, etc.) A fraction of that actually do it (so maybe 5% of total). A fraction of that get caught and punished. So yeah 5% seems crazy high.

Also, ISPs have made it very clear that they will do the bare minimum the law allows when it comes to enforcing anti-piracy, which makes 5% seem even more ridiculous
