For people who can do web development and smart contract development: are 2018 smart contract tooling / libraries closer to CGI-BIN, PHP / MySQL or Ruby on Rails? Or even more nascent?

Definitely not Rails, wasn’t around for CGI, feels different than PHP but I guess that is the closest. A better analogy is if you’ve ever tried out a new language. Lots of people are working on stuff like REPLs, debuggers, and linters, but they’re not there yet.

Also this isn’t a criticism. Awkward blend of “move fast” and “move slow” might be one of Ethereum’s greatest strengths.
