Yes. People would be able to vote to establish the ISP and have board to govern. Much like we are currently doing here in NE with power.

I agree with this. When brought up to help fire and police, attacked hard by the lobby. Wireless infrastructure attacked as everything from ugly to irradiating all life on Earth. And even if it fails again, at the very least we need a NPO to begin the grid on our own.
