Imagine that a 13yr old girl is raped (and this happens all the time). She's traumatized by it. So, she goes to report it to the police.

Now, the way things are currently, she's probably going to be abused by the people who she believes are supposed to help her.

The police ridicule and blame her and send her away. She's doubly traumatized. Do you really think she's just as bad?

Yeah, it's "bad" since making choices out of ignorance is generally "bad" but it's not reprehensible.
