No, it's not. Someone could labor a large statue but if no one wants it, it's worthless.

Exchange value is not determined by labor but by what one is willing to give up for the product of their labor.

The value of ones labor is determined in 2 parts: 1) What is A willing to give up in exchange for B's labor? 2) What is B willing to trade for his labor from A? A and B can be anyone and everyone has their own subjective answer. The value of labor is completely subjective.
