information provides a primitive for the analysis of both the physical and the mental, and exists prior to states of mind. Since information is prior to mentality, but also is implicated in all mental states, it follows that information is prior also in the ontological sense.

Information is prior only in the sense that there is a world that is prior to my being here. My access to that information is always something other than mere ontology though, involving a whole array of distanciations and roads of access.

By the time we have "information" this information has been recorded, encoded, decrypted, etc. Tbh, I don't really know what it is to say that information is prior to the mind. What can be informed other than a mind?

That kinda amounts to saying that there's stuff in the world, and it's arrayed in such and such a way. But that is hardly what seems to be meant in these inflated senses of "information"

To clarify, the communications theory definition of information is being used. These arguments come from Kenneth Sayre who is arguing that information is prior to and forms both mind and matter. This is a similar idea to Neo-Platonism.
