apparently this is a common thing used by a lot of police departments and I was really surprised (one example: Canada's RCMP uses it, sometimes without getting a warrant https://www.cbc.ca/news/politics/rcmp-unlawfully-tracked-cellphones-1.4288702 …)

this seems like it could be kinda nefarious—is there any way you can tell your cell phone not to connect so promiscuously?

If you have a rooted android phone you can tell it not to connect to 2G cellular networks. This problem doesn't exist on 3G and newer networks. But as pretty much all handsets have a 2G fallback it will throw it's unencrypted IMSI out to them.

At Motorola in the early 90’s we had to write code to protect against similar sniffers. People would ground ship them from CA to NY, and they would steal data from phones in cars on the expressways, allowing the bad guys to sell free cellular service at the other end.

A 2G IMSI catch that can be used in a lab, yeah. To do it in a live environment NO and neither will it do UMTS or LTE.
