Because voters aren't getting their ballots when they request them that late in the game...these were mailed within the state's statutory timeframe, by the deadline, but too late to be effective.

Leg remedy:
For YEARS @usps has said to mail ballots back 1 week before they are due, we will see hundreds of thousands--if not MILLIONS--of ballots mailed back later than that in late Oct/early Nov.

There are things election officials can do better--like making sure the return address is on the return envelope. :( But we also need to fund our democracy so that ALL offices can leverage ballot tracking and use of intelligent mail barcodes. State leg (& Fed) remedy #1.
LASTLY, report lays out MANY @usps policies that have been in place for yrs around election mail.
Failure to follow those procedures is unacceptable.
Real time accountability & oversight will be necessary--especially in those final days.
As a voter, I am not waiting until then.
