Not exactly facial recognition, but fingerprint scanning is becoming popular in global health to link immunization and health records to individuals. In underserved communities, such records are often misplaced.https://www.simprints.com/
Personally, not a fan of such surveillance tools. Not just HIV patients. TB patients. Pregnant women needing ultrasound. The medical facilities for the entire Indian Armed Forces. All these compulsorily require the identity destroying biometric (sham) ID called aadhaar.
