How do we ensure transparency? Do we withhold payment for crappy/lazy reviews? Does this introduce conflict of interest in taking a review? In suggesting reviewers? Will this interfere with post pub review? Is this a further step toward monetising scientific communication?

Maybe paid technical triage would be better: basic check of references, stats, plagiarism, code availability/functionality etc where necessary. This could go out to the community instead of being in-house. It is also verifiable.

If we make the almost irreversible step of paying reviewers, won't most journals hike up publication/submission fees? And the endgame? A rich club? Smaller, poorer groups forever squeezed out of elite journals? A deeper industrial complex gatekeeping publicly funded knowledge?

Isn't this the same argument as saying we shouldn't increase minimal wage because prices will increase? That being said, I agree there's no easy solution. Except getting rid of for-profit publishers

I don't think it's the same, no. Peer review and science publishing is a small, monopolised section of a wider open economy. But ask an expert.

Providing a reviewer with a stipend doesn't create a conflict of interest. What prevents more many academics from being part of the review process is the extra-work load for no pay, which in fact is gatekeeping.

Also we can't forget that profit margins of journals is one of the highest in the business. Journals are constantly hiking up the price to extract more revenue from a trapped user base. Providing a reviewer a basic salary for their labour doesn't impact this at all.
