The terms of the arbitration are such that it would amount to shutting them down. And the offer was between that and secret, under-the-table deals we can’t see. This is a terrible model for regulation. If you want to to subsidise news, be honest and do that.
You’re right in that it’s definitely just a subsidy for publishing organisations. The arbitration was never meant to be fair. I don’t know if that’s a bad thing. In my mind it creates new industries, as it turns FB into more of a platform that can be further monetised
