It's hard to see how I can run a lab and also rise to a director-level position in the NSF. Program manager rotation + lab, sure, but I don't think that allows one to make structural changes.
The overproduction of PhDs and PostDocs is an issue and exists because qualifications have become commodified. PhDs are a minimum requirement for many routine jobs - many of which don’t require technical skills.

.. Phd is seen as a negative trait entry level jobs (in some areas), as managers fear them losing interest and potentially running away too soon after they are trained -
It might be a U.K. thing. Many execs/managers I’ve spoken to usually see it as an asset. Moving between jobs is kind of expected and the norm. Myself and a lot of my friends have been applying for these jobs. If you have a PhD, the employer is almost always impressed.
