Yeh, I think the biological factor might be overblown. It could be a simple case of how did a country and population respond within the first weeks/ months of the outbreak. Maybe it’s just reaction time.

Whichever way it is, what it is not is "what the government did". It is not "they locked down quicker". For Malaysia we had HEAVY exposure to Chinese tourists in Jan, Feb, Mar. In dense environments. There have to be some biological factors at play.
