Should Fenix's level 20 "Singularity Charge" increase his range to 7.5 (improving the Phase Bomb +range from 1.5 to 2.5) or increase to 9 (Increasing the Phase Bomb +range by 2.5, from 1.5 to 4)

Seems like it's directly buffing his buffs to +200%/+2.5 rather than what it reads as an extra +200%/2.5. Is 50% AS or +1 range a worthy level 20 talent?
