      Just to be clear, you aren't turning off Game Bar but Game Mode via the Game Bar, right?

          Hmmm, I wonder if you're doing a step wrong cause this has fixed everyone else that I'm aware of. Did you ever mess around with core affinity or core parking? Any weird registry hacks?
