Do any Heroes streamers follow me that are having frame drops since the recent Windows update?

Yes. Literally haven't been able to stream/cast. Need to try it with core parking disabled but I've gone through every hoop listed here already. It is exclusively a Heroes problem, and the problem increases as bitrate increases (makes sense if its CPU I guess).
Just to be sure, you've swapped to High Performance power profile and manually disabled Game Mode through registry?
