Same for me as kendric, I checked power stuff a while back have it all set to the max performance stuff
Can you both check if you actually have parked cores? Run "resmon" from Start Menu, swap to the CPU tab and see if any of these say "Parked" next to the core number. Make sure to scroll down to see all the cores.pic.twitter.com/XjW8VpFIyV

none of mine say parked, but I also don't have hots/obs up atm if that matters

If this for that stuttering you see in some games (only happened to me with HotS), upgrading to latest Windows Insider build seems to have fixed it
