Anyone having issues with encoding @BlizzHeroes after recent windows update this is how I solved mine:
Task manager -> details tab -> right click hots/obs -> set affinity -> set HotS on first half of CPU, OBS on second (for me 0,1,2,3 heroes, 4,5,6,7 OBS)

Just to be clear, do you have the game mode DVR stuff disabled in Windows as well? It would have been flipped back on with the update.

I absolutely have all that stuff disabled and am also having trouble still, only with Heroes

Can you send me your OBS logs? In OBS select Help > Log Files > Upload last Log File. Copy the URL and paste it here. See this picture for steps: http://i.imgur.com/SMPvPb8.png
