Anyone having issues with encoding @BlizzHeroes after recent windows update this is how I solved mine:
Task manager -> details tab -> right click hots/obs -> set affinity -> set HotS on first half of CPU, OBS on second (for me 0,1,2,3 heroes, 4,5,6,7 OBS)

Hey @DunkTrain, can you do me a favor and revert those changes while also updating OBS to 20.1.3 to see if that fixes things?
- Reverted x264 version to the previous stable build due to AVX512 optimizations causing stability issues on some system
