It makes him almost unpickable at high level/competitive due to it being harder to get kills until post-10. Lower levels he'll still be OP.

He still felt really strong on QM PTR, it's just the high level part when it all pans out that I worry about.

At MSB the avg kills per game for top 10 teams in HGC season beforehand was 10.8. 140 char not enough, but you see where it can be hard

Maybe, but that just means Butcher's place in the HGC remains unchanged? He didn't show up before either due to his risk/reward playstyle.
