. case2: casting a spell causes the hero to use the spell immediately on max range, without trying to walk into the given direction

In my opinion, it should be consistent and it should ALWAYS be case 2, it is much smoother, especially if you play heroes like Alarak

In most cases we can change whether or not an ability clamps to max range pretty easily.

The much bigger issue is determining whether or not they should clamp. We decide by evaluating responsiveness vs accuracy.

With a long-range, precisely targeted ability like Chromie's W, it's unlikely to hit anything if it doesn't land where you aimed it.

But abilities that originate from your hero and can hit a large area between you and the target point depend less on precision to work well.

I'm actually kind of surprised to hear a desire to have W clamp on Chromie, because of how much it depends on accuracy to do anything.
