I see. Is that a map-specific new design or was merc xp altered on all maps? Killing mercs used to give you the xp and capping nothing.
I can't recall off the top of my head but this is how Hanamura is meant to work.

It's only on Hanamura so far. Not sure doe if they Plan to change it in the Future

So, the boss on Hanamura is special again because he has kill xp and camp capture xp. All camps have same xp/capture that scales over time.
