base xp value of mercs seems to be 0 (unless that is not the default value).
Capping is what gives you the XP, not killing mercs. This is intended by design so there is no "fail" here (again) from the map team.

I see. Is that a map-specific new design or was merc xp altered on all maps? Killing mercs used to give you the xp and capping nothing.

I can't recall off the top of my head but this is how Hanamura is meant to work.
