Well, I solved this. Turns out somehow Unity 2019 documentation doesn't populate. After installing Unity 2018 as well I'm back to seeing Parameter Info.

So somehow, on a freshly formatted machine, I can't get the parameter info (?) to show up in neither Visual Studio 2019 nor Visual Studio Code. Does anyone have any idea how to get it back?pic.twitter.com/OiF7Cy8DNZ

I had a similar issue when I setup my new harddrive recently - had to go back to installation and grab the Visual Studio Tools for Unity and then launch the script files within Unity first.
