Is there any way to fix error 28 when downgrading to iOS versions lower than 5.0?

What tool are you using? Old version of PwnageTool worked for me for 3.1, 3.1.2, 3.1.3, 4.0. Latest redsn0w worked for me for 4.3.3.

Apparently iPhone 3GS from week 28 of 2011 and newer won't support 3.x, but 4.0 and above works fine.

I've tried both PwnageTool and redsn0w but still no success. I believe that newer iPhones don't support even 4.x.

What is the week and year your phone was manufactured in? You can find it by checking the serial number.

OK. So NO_BB_OLDROM_iPhone2,1_4.3.3_8J2_Restore.ipsw from redsn0w won't restore? Are you using the newest version of iTunes, or an old one?

Unfortunately it won't. I'm using an old version of iTunes.

Your SHA1 hash does not match a non-patched or a patched libusb file in my documentation. Did you patch libusb?

Create an issue on github. Twitter is not good for tech support.

So....remind me what this does? It allows for the 3GS to downgrade to any iOS untethered without blobs right?

AKA no more having to downgrade tethered if you don't have blobs?

Yes, and also enabling verbose boot, using custom boot logos, or installing openiBoot. ipwndfu doesn't have those features yet though.
