out of context I assume Jacobs is saying "don't worry about the fancy toys and playrooms, just be loving parents"

and therefore it is not sufficient to give a kid a nice playground; adult role models are needed.

Oh sure-things alone can't raise kids. But I wouldn't want to be the parent trying to raise kids without a set of familiar places/things.
