is the question here actually whether kids should use devices? Or whether doing so changes/improves outcomes?

out of context I assume Jacobs is saying "don't worry about the fancy toys and playrooms, just be loving parents"

In context her point is that childhood education must include learning how to behave in society by observing adult behavior

and therefore it is not sufficient to give a kid a nice playground; adult role models are needed.

Oh sure-things alone can't raise kids. But I wouldn't want to be the parent trying to raise kids without a set of familiar places/things.
