Hypothesis: Amount an IC role is valued (by org as a whole) is inversely proportionate to how long it takes to fill, relative to other roles
do you have a proposed direction of causality there, or some common cause? (I agree that it seems to be true.)

1/2 Recruiting (the practice, not just team) is frequently a shared resource which is constrained in the amount it can do.

2/2 Constrained resources often get redirected to work perceived to have highest value (ie - sourcing roles that are more valued)

Lot of fuzziness to that though. Not all recruiting resources are shared/redirecting might not happen, but prioritizing work does
