      As a lay observer, I understood @jeremyphoward's "citing" to just mean "referenced as an authority", which could indeed be just a link. I think you're using it in the narrower sense that requires the reference to made by something following the conventions of an academic paper?

          If so, I think this is maybe a microcosm of the broader talking-past-each-other effect I was wanting to highlight. (But I could also be misunderstanding one or both of you).

          When someone writes a PDF article, they want it to be cited in a way that is tracked by Google Scholar etc so they can use the citation count to apply for jobs, visas, etc. Since Jeremy complained his blog post was not treated like a PDF, I assumed he meant "cited" in the PDF way

          No I meant quite the opposite. I don't like the citation currency of academia. It has poor incentives and poor outcomes. I think the use of linking on the web is far better. The focus then is on helping the reader get the info they need.

          My only interest is in helping people use deep learning. I don't care about academic metrics, and they don't impact me personally in any way that I've noticed.

          Formal citations really do have an impact on people's lives---not just job opportunities but also immigration opportunities. Hyperlinks don't affect those citation metrics.
