Do you know of a good writeup on this phenomenon? My intuition is that a lot (but certainly not all) of the billions just went to snake oil salespeople, but I really don't have a good handle on it.

Anecdotally: as a CS student in 1999, I was paid by my university to go to professors' computers, one by one, set the clock to 1/1/2000, and make sure "things still worked". This is deeply entertaining for me to look back at on so many levels.
