Externally imposed delay is poison in an organization with a fixed performance review cycle. Sets up contradictory incentives with no mechanism to resolve them. If someone can say, "You can't ship your feature until I get around to reviewing/refining/editing it," I'm out of luck.

There's a bigger problem where the two processes really should be seen as part of the same process. E.g. an app team's "deliver features" & a security team's "keep the data center secure" both contribute to the enterprise's "effective and secure business" process. Everyone...

...has the same shared objectives. E.g. security concerns can be addressed earlier on for complex systems and for simpler systems meeting some pre-defined conditions eliminates security reviews altogether.
