        its a result of emergence from a simple ruleset. Is there a way to de-incentivize headers without adding restrictions?

        Hockey has second-tier rules like no scoring with a high stick to minimize dangerous plays.

        Soccer has that a well. Saw a dangerous goal overturned a few weeks back. The issue is adding rules, not strategies.

        its true but it also fixes a spectator issue as well. Its boring to watch people just clear the puck over and over.

        I'd argue it was a wash spectator-wise. The old rules saw a HUGE HIT on almost every icing. Big cheers for injury. -_-

        As a kid, I was very much not comfortable with heading a ball from a goal kick. Did it anyway because of fear of coach reprisal.
