      What I think Cyd was critical of is not digital service delivery but these strange innovation efforts that take a lot of time energy and resources on unproven things, when there is so much low hanging fruit to fix.

      It's fair to criticize big splashy initiatives that don't accomplish much, and she's right to do so. But to suggest that fixing the UX side of digital government services will accomplish more than all the innovation efforts running ignores that the biggest obstacles are backend.

      The UX part of govt services has a big impact on the relationship citizens feel they have with their govt. Even if the time isn’t reduced, reducing the feeling of powerlessness, confusion and frustration for millions is a big win.

          Definitely agree. And it should certainly get done. But if it's done without attention to / at the expense of the backend you just increase demand on broken systems, which can exacerbate problems.
