Or possibly, the ability to play with/unify existing structures of power, which still boils down to charisma/bureaucracy/tradition/resources. Is there something else? Something new?

Right, this idea of "circular" meaning seems like an application of Baudrillard's hyperreality: meaning as a sign without referent. I don't fear this, due to meaning's phenomenal character. Calling X meaningful != making X feel meaningful. We don't need symbols to experience it.

I think I've conflated meaning and power here. A better way to describe this is that as rule-based hierarchies break down, charismatic hierarchies are more important. What holds attention becomes more influential, and what holds the most attention becomes the most legitimate.

This only applies if a charismatic party is best able to meet the need in question. The crises of now are social in nature, thus charisma is key. If we suddenly ran out of food, that hierarchy would collapse. The most capable food-providers would instead dominate.
